A law introducing administrative liability for violating the established regime of work and rest of drivers, and for work without tachographs, entered into force in Russia on Friday, 1 November.
The act establishes liability both for the drivers and their leaders. Under the new rules, for violation of the rules of time management or working conditions and rest of drivers will fine for the sum from 1,5 thousand to 2 thousand rubles, for officials – from 7 thousand to 10 thousand rubles.
Individual entrepreneurs or legal entities will be fined for such violations only if they actually installed it for the drivers mode of operation that violates the regulations. In this case, individual entrepreneurs will pay 15 thousand to 25 thousand rubles fine, and legal entities – from 20 thousand to 50 thousand rubles.
The law also introduced fines for driving a vehicle without a working tachograph. If the driver has left to work without this device or it was improperly installed or malfunctioning, the driver can be fined for the sum from 3 thousand to five thousand roubles.
If the car is owned by a foreign carrier, the driver must complete daily record sheets of the regime of work and rest, otherwise it too will be fined.
To let out on a line of vehicles without tachographs or with faulty and broken appliances the law also introduced fines for officials – from 7 thousand to 10 thousand rubles for individual entrepreneurs – from 15 thousand to 25 thousand; on legal entities – from 20 thousand to 50 thousand.
In this case the law is discussed separately, that there is no penalty in that case, if the tachograph is broken after driver to work.
